The conditions at Fansworth can vary from day to day.. I've been there on a Saturday and been at 300' and could see the bottom of the boat with no currents and then have gone back the next day and had strong currents and no vis.. It changes pretty quickly..
If been saying for a long time that just because you have a c-card doesn't make you qualified to dive, but as you can tell many other's don't share that view.. The common wisdom is that if you have a c-card, even if you earned it in Cayman, you are qualified to dive anywhere in the world.. Even if you earned that c-card 30 years ago and have never dove since...
Sadly, we have another fatality in our local waters..
