The diver should be able to get some air in his BC even without resorting to oral inflation.
Personally I feel this diver should have had some
sort of redundant gear. All my deco bottles and travel bottles
are equipped with a LP hose besides the reg.
This serves 2 purposes, If I have to assist a dive who is OOA and
he has someplace I can clip my bottle to I ca attach a bottle to him
and also set up his inflator.. I have assisted one diver this way already.
He was much less stressed after he was under his own control..

Sometimes I dive with rebreather divers, and now I am an alternate source of gas for them
Its unlikely a CCR person would ever have a OOA situation without carelessness or hardware failure,
but first stage failures do happen an a RB has no redundancy.
