You're not making much sense with this line of reasoning in this particular example..

Over the weekend you had a 62 year old diver who had a regulator malfunction, his best chance of survival was going to his buddy, getting gas and ascending. Had this buddy team been skilled or practiced enough they both should have lived. The OOA diver was given a chane to live because he had a buddy with him when his reg failed at depth. If he were solo his only course of action would have been to blow and go and he probably would have embolized anyway..

The buddy provided options, they just didn't know how to ascend in an open water OOA scenario...
