Every diver goes on with a high pressure container, many go on with a rambo knife, and at least a few with spearguns. Fisherman will board with at least one extremely sharp knife for cleaning their catch.
I'm sure I'm in the minority, but I don't believe that any and every inconvenience is worth it for the name of safety. I have a hard time imagining what a renegade boat could do in San Pedro harbor. I can see a need to watch the large bridge, but that doesn't seem relevent here.
