La Jolla would have some complications.
The usual launching spots for kayaks (Marine Room or possibly Avenida de la Playa) are in the La Jolla Underwater Ecological Reserve. Transitting the Reserve (a no-take zone) with bugs ia likely to land you in court. Launching from La Jolla Cove is barred (also, it's still in the Reserve).
Check out Boomer's, Wipeout Beach, or Palomar Ave. They might work.
