The meeting on the 4th and 5th is a F&G Commission meeting. The Commission makes the decisions on the issues, based on the input the DFG provides to them, and public input as well. An explanation of what the Commission is can be had at:

The primary purpose for the meeting is to discuss recreational sportfishing regulation changes. There will be a public comment period during the meeting.

Also, DFG just mailed out a 10+ sheet document detailing proposed changes. In that document, they propose dropping abalone take to 2 per person per day, with a maximum of 30 per year using a punchcard.
