104's are regularly filled to 3500 in Florida and elsewhere. Fact. So what? Why should Tim risk his business, forget safety for a minute, (his insurance company would use an overfill as an excuse to deny coverage) in the event of an accident. Forget that the odds of an explosion of a PST at 3500 is negligeable. What's in it for him to take the risk? Nothing.
