It is true most boats do not fill my HP120s to 3500 psi.
That is not a big deal.
A HP120 is almost the same volume as a steel 95.
At 2640 psi it holds 93 ft^3
It is a nicer tank to dive with than a steel 95, becasue the center of mass is closer to your body.
There ais no issue of over filling since no one fills to over 3500 psi.
There is no issue of trying to obtain a + hydro, which are often difficult to get.
Most boats fill to 3000 which puts 102 ft^3 in the tank, which is more than enough air for most dives.
I think the focus people have on always getting filled to rated capacity is misplaced.
