Not very common, IMHO, and probably for the reasons you stated. We can pump to 3500 at our store but we see very few HP tanks, maybe two or three a month.

And the practical problem you'd start running into with HPs on boats is either dealing with short (for the tank's capacity) fills, which might cause you to want to bring TWO HP tanks, and then you start to get an awful lot of tanks on a given boat if you have a lot of HP-tank divers.
