Drop them at the edge of the reef at start of dive, then make that the end of your tank on the way back.
I suspect it comes down to if the F&G say that they describe what you can do to fish, so anything they don't say is allowed, is not allowed.
I'm not sure how they interpret their regulations. Anyway, I really doubt that they care any.
