The rules allow for you to bait a hoop net to catch lobster. That bait could be abilone trimmings or cat food or mackerel or anything else that might work. So I don't think leaving bait out is a violation of anything. But about abilone trimmings though, I wonder if those might arouse suspicion of poaching the abilone underwater and cutting them out of their shells to use as bait?
