My position is that a diver certified to a particular depth, gas and environment is as qualified as one can be to be there, and has actively attempted to reduce the risk of being there.
My position is that a diver wishing to dive a particular depth or envirnment should want to be as qualified as possible to reduce their risk of being there. Divers not certified to dive a particular depth or environment probably are not aware of the risks of that depth or environment, therefore they are not capable of considdering the risk of being there either.
