Found out that tanks over ten years old are replaced at $50. Less than 10 are replaced for free. The $25 additional (to the $50) is probably for shipping, which is not unreasonable considering the weights involved in shipping the bad tank to Luxfer and then them sending me the new one. Yippeeeee!
