In a 17 foot boat, I would stick to the more coastal spots, like Palos Verdes or any coastal kelp beds or reefs, however, i take my 21 footer to catalina and Santa Barbara Islands all the time. the channel on the way to the island can get VERY sloppy though. Those extra few feet make a huge difference and my boat handles rough water very well. Yes there are fuel docks in both avalon and isthmus harbors. And I would launch out of any of the numerous Long Beach/San Pedro harbors since they will have the shortest run to the island.
