what crap - what's unfair about the fact that he got caught with an undersized lobster. If you've got a lobster that can be "interpreted" this way, it's questionable to begin with.
And even if the DFG did show him how to measure (sheesh, go to your local dive shop and let them show you), Bob still gets a ticket. In legal terms, possessing shorts is not a "specific" intent crime (i.e., I intended to possess a short lobster), but a "general" intent crime - I possessed a lobster that was short.
Your idea gives scofflaws an out -"But I didn't know how to measure it" - Tough. Go and learn how, then you can hunt game responsibly.
