And even if the DFG did show him how to measure (sheesh, go to your local dive shop and let them show you), Bob still gets a ticket. In legal terms, possessing shorts is not a "specific" intent crime (i.e., I intended to possess a short lobster), but a "general" intent crime - I possessed a lobster that was short.

Your idea gives scofflaws an out -"But I didn't know how to measure it" - Tough. Go and learn how, then you can hunt game responsibly.
