You got caught with a damn near short lobster.
Damn near does not necessarly mean absolute.
So this is what courts are for: to determine based on the facts what is black and what is white.
When the DFG agent did not show up to present the facts you were short changed.
Just because you did not pay a fine or win your case by pleading your point, the legal system still put you through the ringer.
Regardless of if you were right or wrong, you and several others have now learned a valuable lesson on how to measure lobster.
And you now know that the inconvience, the time lost, the costs of just going to court far exceed the value of taking a short lobster.

And that buddy is the whole point. Paying a fine at this point is irrelevant.
Welcome to the ocean. You never know who may be watching you or stalking you. Don't make the appearances of the same mistake again.
