Why not all of Santa Barbra Island! How about a five mile radius completely around the island. The habitat from the depths all of the way to the surf zone could be protected. You would get an entire island habitat in the smallest possible area (in sq, miles). Also, there is already a ranger station there for enforcement. That island could some serious help about now.
The reserves are the only hope for the future of OUR little place on earth!
("stakeholder groups" is a euphemism for those who caused this depletion!)
