Elaine, you make a very good point about what to expect in return for the sacrifice of staying out of certain areas. Chuck gave a good example (Pt. Lobos) of what can be used for a baseline in the northern waters. Ironically, there really isn't such a place for the southern waters. I love the idea, but i'm not sure it would be given any creedence or even be believed by those who oppose the reserves.
There is no denying the fact that sportfishermen can't wait to get back to a place that they know hasn't been fished in a while. They know that when area hasn't been fished for a while, the fishing will be better. They KNOW the concept works!
