I disagree. They gave.

Emailing notification is not a cash contribution, that is true. But they did provide a service. That is why they got thanked.

I was at Chamber Evening and a whole bunch of nice people volunteered to sell raffle tickets and assist people in everything from setting up, assisting people in finding seats, and tearing down. Many of these did not contribute cash to the cause -- not everyone can afford it. But they contributed their labor and their sacrifice was of value and I applaud their efforts. I applaud all who made any effort to help tthe cause. And PADI did make an effort. It has value. I can tell you that if I ordered a mass email notification to the individuals on our database, it woudl still cost our company money. I am certain that there were people involved at PADI who did this and they were gettign paid while they worked on the behalf of the chamber. That is a cost and it is a donation. As I stated before, cash, in-kind, or just plain slave labor all counts in my book.
