I've never had any trouble with the security, but I haven't even seen them in a long while. There used to be one guard who was a diver and when he was on duty he would give us and our gear a ride to and from the beach in his patrol car.
The place is getting close to being developed into a major golf-course/hotel/resort, so that might account for the change in attitude from the security. Fortunately, it appears that public access to the beach will be preserved and hours will expand to an hour before sunrise until an hour after sunset. For details, see: http://www.palosverdes.com/rpv/planning/content/PROJECTSTATUSUPDATE.htm#Long
Conditions are best off the point (turn right where the path forks) but you need fairly calm conditions for the rocky entry/exit. There's good diving directly off the point and if you swim around into the next cove toward Pointe Vicente, there's an extensive variety of pinnacles and reef to explore.
The entry from the cove is easier on rough days but the reef is less interesting. Take a bearing toward the point and the reef parallels the shoreline down to sand at about 40-50 feet.
