With the substrobe, the price you were offered looks like it's pretty good.
I spent my first year of u/w photography shooting with a similar setup to what you're buying -- in my case an Ikelite Aquashot with a closeup kit and a separate substrobe. It was nice for snapshot-quality pictures, and in a few cases pictures came out surprisingly well. Eventually though I moved up to a better u/w system, and did a mild upgrade of the Ikelite so that I could pass it on to my son.
Hope your husband has a great birthday! I spent mine a couple of weeks ago tidepooling with my son.
