There already are Salt Water Fish Farms such as the White Sea Bass restocking project being run by San Diego Ocean's Foundation (http://www.sdoceans.org/wsb_.htm). Unfortunately, these techniques do not work for lobster. From what I’ve read, the bugs tend to cannibalize each other.
I don’t really see the need to change the take rules for lobster. All us recreational bug hunters don’t take nearly what a few well placed traps can.
On the subject of lobster traps, why is it that many areas in Orange County are no take for recreational hunters, yet have numerous traps? (For instance Dana Point and North of Main Beach)
