1. Don't forget that's purely MY estimate. I have no hard numbers to go on other than my impressions.
2. Don't forget that a lot of people get certified out here and NEVER dive in California again but only do warm-water trips.
3. Finally, there are probably a lot fewer certified divers in the LA area than you'd think. My personal assumption is about 250,000 total. When you start factoring out those that only dive occassionally, those that only warm-water dive, those that won't dive with specific stores or boats, and stuff like that, it becomes a fairly small number of divers as a viable base.
