It's something I've wondered about down here in San Diego. A while back I got certification numbers from PADI for San Diego County... you can decide for yourself what percent they are of the total...
1997: ~3100
1998: ~3100
1999: ~3100
2000: ~3600
IF (if, if, if) I recall correctly, that's all kinds of certifications...
