Find out the name and contact info of the prosecutor handling the case. Talk with them, NICELY, and let them know that the diving community is interested in this case and wants to see a serious penalty. Then get as many local divers as you can to send POLITE letters to both that prosecutor and the Chief Deputy (or similar title). The letters should just let them know that the diving community is angry about poachers and that people will be watching this case.
Shark-92107 may have better suggestions about how to communicate it without annoying the prosecutor!
