I think the mooring sites around Catalina would be good, the anckors hurt the coral and the fish, they could have them at all the dive sites, it would be easyer for the Fish & Game to inforce the laws too. The Island could charge a fee for the use of the mooring cans, maybe a monthly pass could be a good idea. In the summer time when its busy the divers could reserve a mooring can for a few hours, the cost to maintain them could be off set by the tickets for staying to long. Then the island could close different areas to let the marine life recover. I am a diver and there is not much left, we need to do this for our kids.
