Since you are a diver, then boat access and diving are OK (fishing / off-roading, etc is not OK in your opinion).

Well, here is some news... Extremeists can (and probably will!) argue that boating creates too much noise polution. They can also argue that your propeller has 'DEVASTATING EFFECTS' on Kelp, and other surface plants/creatures. How about water polution? Or... (as you had mentioned vehicles causing fires)... polution IF your boat sinks there (can happen). Sounds too extreme? It's NOT. There are numerous trail that are closed in Ventura and Santa Barbara counties, for one reason, or other. Some of which are utterly ridiculous. One particular trail, which used to be twenty something miles long, located fourty-something miles north of the 101 in Ventura, is closed. Reason? At the trail-head, where it turns from the main highway, there is a creek (no more than 6 or 8 feet wide, dry most of the year. Heck, completely dry for the past couple of years), which THEY say claim is 'Steelhead Habitat', thus crossing it with your tires will disturb them. For THAT reason, it is closed more than half of the year.... The other (dry) half? Well, it's closed because of 'Fire Season'. Again, I've been going hiking there for many years, and the ONLY time I saw a little (less than 1 foot deep) water in there, was the last El Nino year.
