Your point may be valid but it is not really significant. The recreational take is so inconsequential to the commercial take that to be concerned over "Can I take a lobster today and freeze it for tomorrow" over "Fresh is best and good for the environment too!" is just not significant.

Sure every little bit helps, but keep it in perspective. If a commercial harvester and a recreational diver are both reaching for a lobster, and the rec. diver says, "Wait, I'll grab that later, instead of freezing it for tomorrow, well, do you think the commercial diver will hesitate on his uptake?

Remember, the individual limit in possession including a freezer is 21. So you are not talking about a lot of frozen bugs here.

The commercial industry freezes lobster too. Stroll down the frozen food isle at you local market and you will see a whole different ballgame - the major leagues when it comes to frozen lobster.
