First off Sport Chalet is notorious for taking a long time with tanks. A tank like he said can be borderline. It would not be a violation of any DOT law. You probably should have just gone ahead and had that tank done. Normaly if the tank can not be given a year the tank needs to be bead blasted, tumbled, and dried. Unless you get water in the tank in the next 6 months it probably will be the same or a little worse. If they give you the next 6 months though, they should do it without charge. They probably will want to charge you for another vis though, that would be unethical. The odds are they will want to service it. In the end you bought 6 more months for 10 bucks. It is like a gimmick to get you back in the store. Legal yes if the tank really passed to begin with, ethical, I personaly do not belive so.
