Lobster hunting at the Breakwaters

I have head that breakwaters such as the one in Santa Barbara and Ventura have proven to be excellent lobster habitat, has anyone else heard the same? Also, being more of a free diver than SCUBA diver, what are the best places to catch the little critters?
