It seem that a (in)famous north san diego county dive shop owner booked a trip on the Aquatica and thought that he was much smarter than the DFG.
U.. scuba shop owner came up with the bright idea that he could go into the water well before midnight on opening night and catch as many bugs as he felt was good for him and all he had to do was tie them off underwater until after midnight them make as many trips as he wanted to bring his "catch" back on the boat.
It seems that this shop owner makes a habit of this practice every year.
But alas the DFG was much smarter than the Inebriated dive shop owner and all aboard were busted.
