but I completely agree with you. Generally divers ain't the problem. It's the commercial aspect of the industry (and I do include topside recreational sport fishing in this catagory). The regulations are either too lax, badly enforced or unevenly applied. This is why I've always been a big fan of the proposed MPLA's. No consumptive use of these areas at all - for anyone. Just leave bubbles and take photos.....
