thats right- Something that did not help is when the DFG let the commercial guys start "live fish" catching. They fish 24 - 7, with tanks that keep the fish alive to sell (no limit). They only want the hearty fish that don't die. The rest go back, in the water, and most die. The DFG gave them new "classification" to help them out, since they limited the number of Lobster/Sea Urchin permits they grant each year. The result was that the commercial guys overfished everything, and the sports fishermen and divers are penalized.
Another thing...the DFG said that since it's a hardship for the commercial fishermen, they are allowed to fish in the restricted areas that you and I can't access.
