By your logic no one should ever be allowed to visit Yosemite or Yellowstone (ever try to get a hunting permit there?). Be realistic, Steve. If the MPLA's were proposed with a TOTAL ban on all activity, they would have never become reality. Like everything else in life, the MPLA's are a compromise and not perfect. But they do help by removing the most onerous activities from the reserves - commercial and recreational taking of resources.
