I am being realistic and I see a half a** plan in that the reserves will become target areas for diving and will not reach there true potential as a "reserve" to fullfill their purpose in marine recovery to give a place for species to exist without our encroachment. If this plan works all surrounding areas will benefit and you'll have more subjects to take pictures where ever else you go.
