May disrupt? That's an extreme under estimate. Sure we need our play area but the wildlife needs a their place without our encroachment. If you are planting a new lawn you rope it off and give the fragile seeds and young grass a chance to survive. SOME of those MLPA should be a total closure from all fishing, diving, collecting, anchoring. Any access shoould require a permit. Mankind is part of nature but we are very destructive. We like high power vehicles that that go WFO and don't really think very often about the destruction we left in our path.
