A DM has no legal authority, only the Captain does.
The DM is only there to help divers out, advise them, and assist them in a emergency.
What authority a DM has comes from the confidence divers have in him/her.
As a DM I believe one of my responsibilities is to talk with the Captain about the divers on board, my assessment of their abilities, and the feedback I am getting from them so that the Captain can make more informed decisions on the selection of the dive s.
