Emergency O2 question

Hi Gang,
I'm putting together an O2 bottle, regulator, and non-rebreathing mask to keep in the truck in case one of us manages to hurt ourselves on our beach dives and the ambulance, or more likely, the Helo takes a while to get there. It'll also be good to take on the small boats that aren't equipped with O2.

(1) What sort of flow rate do I need to get on my regulator?

(2) Has anyone found a good place in the South Bay to get an E-size (~4.5" x 22") aluminum O2 bottle refilled or swapped out?
