Yes, you must enter via the gate even to boat dive. Actually, the rule says must register
at the gate. But if you anchored the boat and
swam in, and walked up to the gate (about a half
mile, you would be an unregistered diver while
swimming in.
The Cypress Sea (Monterey commercial dive boat)
runs a weekday trip to Pt. Lobos about once a month.
They load dive gear in Monterey (except for suits),
divers drive to Pt. Lobos, register, and swim out.

You can launch a boat a Pt. Lobos, but the ramp
sucks. I can launch my 17' Boston Whaler there
about four days a month with the tides are right.
It's been described by Pat Lovejoy (the head
civilian diver guy at Pt. Lobos) as the biggest
boat that can launch there. Small boats (like
inflatables with beach wheels with big hefty
divers to haul it back up) can launch MOST days.
With extraordinary measures (a winch), I could
launch somewhat more often.
Also, most of the ocean part of Pt. Lobos is closed
to diving. There's only a limited area where
diving is allowed (but it's GREAT).
