I continued to get short fills from a local dive shop here in San Diego. Consistantly 2600-2700. I would complain and they would top it off, but it was a hassle to check my tanks each time I picked them up.
I found another dive shop that does an excellent job, does it fast, and no more short fills.
Exercise your right to take your business elsewhere.
