You sure they were lobster traps, not fish traps?
Here are the details on the commercial lobster season opener from a DFG game warden -- note that the traps aren't even allowed in the water, unbaited, until this Thursday:
"The commercial fishermen will be putting their traps in the water on September 25th. The traps may be placed in the water at that time, but unbaited. Their traps may be baited no sooner than September 30th. The commercial season opens October 1st. If any divers find lobster traps containing bait and lobsters prior to Sept. 30th, please notify me at [deleted for internet] or call CalTip at 888 334-2258.
Remember, if a baited trap is found, do not tamper with it or touch it. Mark the location of the trap as best as you can (GPS coordinates are best), get the depth of the water, and call Fish and Game.
Preventing the early take of lobsters by commercial fishermen who decide to "cheat" and bait early is crucial to properly managing our lobster fishery. Any extra eyes we can have out there would be a big help to the Department of Fish and Game."
