Apparently the law is not ADA compliant for divers lobster hunting with prosthetic hands.
If the "hands only" contention wasv undeniably true then gloves would not be allowed.
Ambiguity in the regulations does not foster stronger regulations but instead weaker and more assailable regulations.
I think the real challenge would be on the DFG to argue that a stick is a hooked device.
