The California Department of Fish and Game has a huge, mostly untapped resourse out there to help in marine management, research, and monitoring - its native population of recreational divers. Recreational divers invest huge amounts of money into scuba gear, boat trips, photographic and video equipment, fish identification books, etc. To similarly equip a state employee is very expensive.
