I have a question for those divers that don't buy a fishing license. Marine management is a very expensive activity and fishermen have largely been paying for it. Much of this management activity would have to occur regardless of whether or not we fish (enforcement, research, monitoring, pollution control, etc.). Would you as a non-fisherman be willing to buy a fishing license as a show of support for marine management?
The reason I ask is that we are looking for ways to get the general public invested in marine management as a public good without going to the general fund, which as most of you understand, is a very unpredictable way to fund anything.
