I do not see this as a significant source of funding. It may be disputed that anything is better than nothing and I will agree this is true, only if it does not distract from the primary mission.
The DFG needs to focus it's $271M budget on its primary mission: Managing the resource. If that one thing can be done reasonably well then the other issues become more relevant.
I would suggest that before the department focuses on fundraising akin to soliciting donations, I would make sure the frivolous expenditures spent on programs such as "Educating women on how to hunt" etc., are cut.
Fund raising and peripheral education are way down on my list.
Managing the resource with Individual Transferable Quotas should be abundantly more important to the DFG.
