I will post a more detailed response when I can get the file off my work computer. However, the gist is that the Feds regulate the use of these explosives for this purpose. They are supposed to use them in a "safe" manner, although I have not been able to get a clear definition of "safe." The boats are restricted as to how close they can get to shore.
