Seal bombs serve a useful purpose when used properly. They are to scare seals (or sea lions) away so they do not become entangled in the fisherman's net. This is bad (probably fatal) for the sea lion, and costly to the fisherman.
The problem occurs when they are improperly used. I personally know of two divers that have had seal bombs dropped on them my sport fishing boat operators. This is probably highly illegal, and constitutes assualt with a deadly weapon. Unfortunatly it is impossible to prove.
