The area in front of the Chart House is almost always surgy, especially in the Winter. The energy from the North is reflected and channed by the breakwater there.
Somewhat for the same reason, the breakwater shileds the beach in front of Vetran's park, and along with the effect of the canyon usually makes for small surf there.
It is a long swim, but I have swam out from vetran's to the breakwater and done very well.
