I agree that many fish that are caught and released will not survive the trauma. However that calls into question the whole notion of size limits for rod & reel caught fish. Perhaps the limits should only be for quantity, and requiring that all fish caught be counted toward the limit. This would alleviate having many fatally traumatized fish released, and perhaps minimize the number of fish that become traumatized.
This would also minimize the number of larger (hence better breeder) fish that are caught.
