Ray is gonna take the heat, but it was the DM and the diver that messed up.
I understand tradition and Admiralty law, but sometimes I wonder about it, especially in the case of diving. Sometimes the Captain is put in a truely impossible position.
Well, none of it matters because it is all Michael H. Kane's fault anyway.
